19 of the Russian's 21 victories have been earned on hard surfaces
A resurgent Medvedev won his initial trophy for over two years with victory over Frenchman Moutet in the tournament title decider.
Medvedev, a former world number one, has had a difficult period, winning just a single victory at the major tournaments and undergoing a difficult moment at the US Open.
The player's inconsistency on the tennis tour - and difficulties with his service game in specific - resulted in him falling of the world's top 10 and eventually separating with long-time coach Cervara.
Presently working with Thomas Johansson and Goetzke, the tennis star has steadily progressed in the recent weeks - climaxing in a tightly fought 7-5 4-6 6-3 victory over opponent Moutet.
This represents his initial championship following the Italian tournament and maiden on a hard court after spring of that year.
Success also means Medvedev has secured 21 championships at 21 distinct events.
"For the first time I have attended a competition with my two daughters together, so to secure a championship is particularly special," commented ranked player Medvedev.
"This title is in honour of my child Victoria, because the initial championship I won when my older daughter her name was delivered was for her."
The tennis star, the past champion, had been defeated in his previous six title deciders, comprising in the German tournament earlier this year.
His retrieving approach and regular reactions on the tennis court had led commentators to doubt if his capacity to play at the top level was concluded.
Yet the athlete has implemented adjustments in the past month, making an effort to come to the net and compete aggressively, backed up by an better serve.
Medvedev recovered from a disadvantage in the first set against the difficult opponent, securing 4 of the last five games to take the lead.
Both players swapped breaks in the middle set before the Frenchman, bidding for his initial ATP Tour victory, seized the initiative to create a third set.
Moutet saved four early-game opportunities in a close deciding set before Medvedev secured a break to 15 to close out the victory.
Fittingly, he secured the title with a point at the net area, with the Frenchman incapable to handle a volley after two hours and 38 minutes.
